Our Approach



MIHAFO to help shape the government into a transformation mode.

The simplest understanding by every citizen is that government is as protector and developer of the lives of people and the idea of government as protector requires resources and social cohesion of people of all races and be equipped with necessary skills to manage the programs of the governments through demonstration of good effective governance accountable to its citizens, therefore it is against this understanding that MIHAFO endeavours to challenge our government to redefines its purpose of serving its citizen with the quality protection it deserves by provision of quality public services.

Our take on challenging government rests on the following imperatives

1. Protect, provide and total citizenship participation. (public activism)

We want the government to continue to provide goods and services that individuals cannot provide individually for themselves particularly in the vulnerable conditions of youth, old age, sickness, disability and unemployment due to economic forces beyond their control.

Government in this conception should be the solution to all collective problems our society faced as well as the harsh results of capitalism, or perhaps as a means of protecting the wealthy from the political rage of the dispossessed. MIHAFO believes that government with participation of all citizen should continue providing an infrastructure of care to enable citizens to flourish socially and we our organisation believes in a social security that enables citizens to create their own economic security.

With the conviction that the future of our country depends on all who live in it given the space for total participation in the economic mix as enshrined in the constitution, government must build on these foundations of protecting and providing services necessary to ensure a globally competitive economy and a well-functioning society and our position as MIHAFO is that we will challenge the Government to continue to protect citizens from violence and from the worst vicissitudes of life. We want to see government providing public goods, at all level and should prioritize investment in citizen capabilities to enable them to provide for themselves in rapidly and continually changing circumstances.

2. Invest in education and talent development

We want to challenge our government to prioritise and invest in education, but quality education that is essential for brain development and entire infrastructure of personal development where schooling is characterised by proper nutrition and health care, parenting classes, households support and holistic development appropriate for emancipating our society because well-educated citizens should strive live up to their full potential as creative thinkers and actors of development.

Moreover, meaningful opportunities for continuing education must be available to almost all citizens over the course of their lives, as jobs change rapidly and the acquisition of knowledge accelerates.

We want to see south Africa creating platforms where citizens can shop intelligently and efficiently for everything from health insurance to educational opportunities to business licenses and potential business partners designed and continually updated for a successful customer/citizens experience.

A government that believes in the talent and potential of its citizens and devote a large portion of its tax revenues to investing in its citizens to help them reach that potential is an attractive vision.

Therefore, our stance is directed at grooming a committed leadership since transformation leaders must commit extraordinary energy to the effort, take personal accountability for success or failure, led by example, and challenge long-established conventions in order inspire transformation, they must spend substantial time communicating face to face with the people affected, listening as much to the issues coming up from people on the ground.

The above could be achieved by upholding the following values

  • 1. Set Clear purpose and priorities. Successful transformations paint a compelling picture of their destination and make it clear to public servants and citizens why the change is necessary. When it comes to objectives, less is more: successful efforts keep targets few, specific, and outcome based.
  • 2. Coordination in service delivery. The delivery of transformations requires close collaboration between different agencies and functions, and the flexibility to solve problems as they arise. It also requires an empowered and focused transformation team to drive and track progress.
  • 3. Reciprocal communication. Every government communicates, but only a few do so effectively. Transformations need well-planned, in-depth, and genuine two-way communication with all the groups affected by the change— especially the organization’s own employees.
  • 4. Capability for change. Although civil services are often staffed by highly skilled people, they rarely have deep expertise and experience in change management. Reliance on business-as usual capabilities is a major contributor to the high failure rate of government transformations. Three sets of skills are particularly important: the ability to run complex, large-scale service-delivery organizations; project and program management; and digital and analytics skills.

3.MIHAFO Position on Tackling Corruption

Since various government ministries, institutions, agencies and regulators appears to be reluctant in tackling and deter instances of fraud, corruption and other wrongdoing that threaten the public interest, robbing of its abundant resources that has enormous potential to develop and build the economy of the country. Whilst those who report this pertinent information are known as “whistle blowers” and, by disclosing this information, may place themselves at much personal risk.

Therefore, it is essential for the country like South Africa and its government to embrace and regard any public or private organisation like MIHAFO, that seek to execute strategies to address all sorts of corruption across all level of government and its parastatals by exposing corruption crafted by government officials and their significant others.

Our organisation will implement a strategy steps to protect whistle-blower before and after exposing the any sorts of corruption as it occurs.

4. Government whistle-blower incentive programs

Generally, MIHAFO will conduct an exercise of reporting, opposing or refusing to engage in violations of laws, rules or regulations by enforcing whistle-blower laws that protect not only complaints to a government agency but also internal complaints to supervisors and participation in internal or external investigations.

Again MIHAFO will seek to implement government operating whistle-blower incentive programs to ensure that whistle blowers maintain their employment if they can after exposing any sorts of corruption. Work with Courts to hasten the prosecution of those implicated recognize individuals who stand up for eradication of this cancer before they forced to a resignation as an actionable adverse action under the theory of “constructive discharge. Until we prove that conditions were so intolerable that you had no other choice but to quit.

5. Institutional capacity building of other civil society organisations

Local communities, particularly in rural areas, are plagued by underdevelopment, imbalanced development and poverty. Sustainable Development goals can be attained if the community itself is empowered. If a large number of people are to be reached effectively for sustainable impact, then community based organized system can bring remarkable results through involving the local people so that their needs are taken into consideration and the implementation of the plan is more effective through their participation and ownership of the programs.

Together we should strive and advocate for exodus to migrate from “Welfare” to “Empowerment”, “Dependency” to Development” or “Subsidies” to “Self Sustainability” as a total paradigm shift that demonstrates our quest for total citizen empowerment. This notion and participation can make a vital difference in achieving a proper and sustainable developmental momentum.

Civil Society Organisations (CBOs) have for years emerged as key players in development and implementation of government policies that seek to uplift the standard of living and geared towards development of human potentials, but their capacity varies due to area of jurisdiction and amount of support they receive to pursue their programs hence the necessity to put up a programme for the capacity development particularly those operating within a compromised environment.

MIHAFO is seeking to develop active role players in public activism on issues that affect society such as rural development and urban management, while building partnerships with government ministries and international funding agencies.

The program will cover the following:

  • ● Evolving people-centred and participatory development strategies
  • ● Evolving prerequisites of effective CBOs
  • ● Promoting CBOs as a people’s organization for sustainable development
  • ● Institution Building: Strategies, Structures and Process of development
  • ● Building capacities of CBOs for:
  • o Economic Development – Vocational skills and Income generation, Entrepreneurship and Micro credit
  • o Social Development – health, education, environment, women empowerment and human rights
  • o Political Development – leadership, women participation in local government
  • ● Achieving self-sustainability of SHGs: Strategies and successful case studies
  • ● Synthesizing learning and enabling organizations to prepare their own action plans
